I am supposing then that there are no STEM programs at the referenced schools, or at least no networking track? A school district is an entity that is generally of large enough size to benefit from having its own AS and address block to start with, and stable enough to act as backbone in many instances.

Didn't these ISPs in 2021 not invest IPv6 deployment and good CGNAT
techniques and they rely only on keep getting more addresses from ARIN ?
