Surely by posting here you're analyzing changes ARIN is going to be making, which there are (afaik at least) are not any being considered at this time for ASNs.
Let's be honest here, RIPE didn't implement the fees because they're concerned with the number of ASNs registered - it's because they needed more money to spend on useless things when they could've rebalanced their budget instead.
