met on 25 October 2024.


The AC has sent the following Recommended Draft Policies to Last Call for a 
period of 14 days (will be posted separately for discussion):

*Recommended Draft Policy ARIN-2022-12: Direct Assignment Language Update

Feedback is encouraged during the Last Call period. All comments should be 
provided to the Public Policy Mailing List. Last Call will expire on 13 
November 2024.


*Recommended Draft Policy ARIN-2024-2: WHOIS Data Requirements Policy for 
Non-Personal Information

Feedback is encouraged during the Last Call period. All comments should be 
provided to the Public Policy Mailing List. Last Call will expire on 13 
November 2024.


*Recommended Draft Policy ARIN-2024-9: Remove Outdated Carveout for Community 
Networks

The AC has sent the following Recommended Draft Policy to Last Call for a 
period of 44 days (will be posted separately for discussion):

*Recommended Draft Policy ARIN-2023-7: Clarification of NRPM Sections 4.5 and 
6.11 Multiple Discrete Networks

The Advisory Council issued the following statement: “The ARIN Advisory 
Council, after a successful public policy consultation, has advanced 
"Recommended Draft Policy 2023-7: Clarification of NRPM Sections 4.5 and 6.11 
Multiple Discrete Networks" to an extended Last Call of 44 days, per a request 
from the community to allow additional time to consider potential impacts and 
raise objections if needed.”

Feedback is encouraged during the Last Call period. All comments should be 
provided to the Public Policy Mailing List. Last Call will expire on 13 
December 2024.


The AC has reverted the following Recommended Draft Policy to Draft Policy 
status (will be posted separately for discussion):

*Recommended Draft Policy ARIN-2024-1: Definition of Organization ID/Org ID

The AC issued the following statement: “Recommended Draft Policy ARIN-2024-1 is 
being moved back to Draft Policy due to new and better received language after 
ARIN-2024-1 was moved to Recommended Draft Policy. Moving the policy back to 
Draft status will allow further refinement of the language with community 
input.”


The AC has advanced the following to Draft Policy status (will be posted 
separately for discussion):

*ARIN-prop-338: IPv4 Transition Efficiency Reallocation Policy (ITERP)

You are encouraged to discuss all Draft Policies on PPML. The AC will evaluate 
the discussion to assess the conformance of this draft policy with ARIN's 
Principles of Internet number resource policy as stated in the Policy 
Development Process (PDP). Specifically, these principles are:

* Enabling Fair and Impartial Number Resource Administration
* Technically Sound
* Supported by the Community


The AC has abandoned the following:

*Draft Policy ARIN-2024-4: Internet Exchange Point Definition

The AC issued the following statement: “The Policy Shepherds recommended this 
policy be abandoned as supported by the community feedback, with the 
stipulation that the discrepancy found by the staff and legal review between 
sections 4.4 and 6.10.1 of the NRPM to be picked up and reconciled. Section 4.4 
(minimum of three total) vs (minimum of two total) respectively. The Advisory 
Council voted unanimously to abandon this policy."

Anyone dissatisfied with this decision may initiate a petition. This Petition 
request must occur within seven days after the announcement date of the 
Advisory Council action. The petition deadline for the rejection of 2024-4 is 6 
November 2024.


* Draft Policy ARIN-2024-6: 6.5.1a Definition Update

The AC issued the following statement: “The proposed policy ARIN-2024-6: 6.5.1a 
Definition Update is being formally abandoned. Upon further review and 
consideration, it has been determined that this policy fails to address the 
core issue it originally sought to resolve. Instead of providing a targeted 
solution, it inadvertently raises broader, more complex questions surrounding 
Local Internet Registries (LIRs) and Internet Service Providers (ISPs) within 
the NRPM framework as a whole.

The policy introduces challenges that require a more comprehensive examination 
of the NRPM’s treatment of LIRs and ISPs to ensure coherent, scalable, and 
equitable guidance across all relevant parties. As such, resolving these 
concerns will require a more holistic approach than this policy can achieve in 
isolation.
For these reasons, ARIN-2024-6: 6.5.1a Definition Update is abandoned, and a 
more thorough exploration of LIR and ISP definitions and guidelines within the 
NRPM may be pursued to address the underlying issues effectively.”

Advisory Council action. The petition deadline for the rejection of 2024-6 is 6 
November 2024.


* Draft Policy ARIN-2024-8: Restrict the Largest Initial IPv6 Allocation to /20

The AC issued the following statement: “The advisory council has abandoned 
draft policy ARIN-2024-8 Restrict the Largest Initial IPv6 Allocation to /20 
because community feedback has indicated no clear path to consensus support for 
this policy.

PPML discussion has been evenly divided between support and opposition for the 
policy because community members' opinions are evenly divided on the validity 
of the problem statement. When presented at ARIN 54, comments were unanimous 
for abandoning this policy. Those opposed to the policy think that ARIN staff 
has and continues to do appropriate vetting of all requests for large IPv6 
allocations and that IPv6 space is abundant enough for /16 allocations to be 
available to organizations that can demonstrate need.”

request must occur within seven days after the announcement date of the 
Advisory Council action. The petition deadline for the rejection of 2024-8 is 6 
November 2024.
