Marty, PDP does not require shepherds to reach out specifically to authors
after the policy becomes Draft because the authors at any time can
participate through standard channels including PPML and our in person
meetings. While it is not "required" I highly encourage author
participation as they are part of the ARIN community. The community
ultimately determines the path of all policy.
