I am not sure I get your point, but are you saying that it is worth this
extra /24 for this specific usage in IXPs even knowing there will be a
major waster and just a tiny part of it will be used effectively ?
If that is the case, in normal conditions I would agree that is fine
such usage, but in a growing scarce scenario as we are I think
acknowledging a waste like this having viable alternatives is not a good
think to do in the interest of community. Nothing wrong with justified
usage for the LAN, but not for this other stuff pointed.

these resources are used for IXP hosting stuff there will be a

for a entire /24 for this part which is the minimum routable. I
understand that is part of the IXP infrastructure, but at the end
it is known that will be a waste of most of that /24
What is Internet resilience worth? Routing and utilization are
separate questions.
