Leap 15.3 for Armv7 is a bit special.
The OBS project Leap:15.3:ARM is not frozen and releases updates for armv7 (if
openQA agrees).
Also, up-to-date images are released regularly, also gated by openQA.
the repo url, for all others that have the same problem :-) is:
http://download.opensuse.org/repositories/openSUSE:/Leap:/15.3:/ARM:/ToTest/images/
But there are no upates in there, only downgrades.
One example:

So when building the image, obviously a update repository that can not
be found now was used.
I'll try using tumbleweed or raspi os next :-)
