This repo is only for openQA.

You must use:
* Images from: 
http://download.opensuse.org/ports/armv7hl/distribution/leap/15.3/appliances/
* Packages from: 
http://download.opensuse.org/ports/armv7hl/distribution/leap/15.3/repo/oss/

Tumbleweed is fine for armv7, even if not tested as much as aarch64.
