I don't see why this is puzzling. A news show is only shown once, and only locally, so there does not seem to be any economies of scale or savings in transaction costs in contracting it out. Secondly, there is a pyschological identification between news programs and viewers that is not present in other programs. TV is, after all, a media for news, and if it is contracted out, then it is not really the station's news presentation, and thus there would be a less personal relationship with the station. That is why national broadcasts also do their own news. It is e.g. CBS news, which creates an emotional bond with CBS and its anchormen.
