Just to add to what Sunil had described earlier, 24 bit just describes the "bit depth" of the recording. "250x" applies only when recording is done at 24 bit 96KHz, not when 24 bit 44.1 is used.
Quality difference between 16/44.1 and 24/96 or 24/44.1 is purely subjective and I seriously doubt if most of us can pick the difference. It is much worse than trying to differentiate playing a wave file and a MP3 file at a nominal 192Kbps. Even my fit for nothing home studio uses a 24 bit 96 KHz pipeline. Reason being that all the interfaces and processors I have can handle 24 bits and my software sequencers can handle 32 bits. So theoretically, it is always better to use the highest quality available to start with and then later scale it down to what you want.
