AFAIK Its not by Tagore but Master Krishna Rao Ramachandra Phulumbrikar.

Tagore's tune was in different raaga. When Pandit Nehru expressed his view
that Vande Mataram did not lend itself to orchestral music, a
patriot-musician of Pune, Master Krishna Rao Ramachandra Phulumbrikar
disproved it by setting it to instrumental music.

Old Vande Mataram tune can't be performed on marching beats. Revival tune
can be performed on marching beats.
