Hi Jim, I know this is coming in a bit late, seeing as though you have scheduled a reboot for tomorrow.
We had this very problem. We are on Win 2000, SQL 2000, ARS V6.0.3. At the time we were on patch 13. We found that the reboot would start up the escalations but after a while they just stopped again. In fact they just started to stop about an hour after the reboot. On the recommendation from BMC support, we moved to the next patch and this resolved the issue. I would even suggest going to at least patch 15 (assuming you are on a similar OS etc to us). If not, try turning on the logs and see if you can see the log file growing at the time you expect your escalation to fire. This will not be a permissions issue as the AR_Escalator user has admin permissions. Might be to do with too many escalations being executed at the same time, causing your escalations to be queued up or as someone else has pointed out, your escalations maybe disabled on this server.
