If you have more fixed licenses installed on your production system than dev it will not import all of the records.  You can have all of your fixed licenses on your dev system.  
 
Likewise, you probably don't have all your floating licenses if any on your dev system.
 
Are you logging in Demo equivalent (whatever you named the super user login)?  You may have to recreate the superuser.  I don't remember the exact syntax off hand will have to look it up if that's the case.

When I tried to reconcile the users on Dev, it says I have no write license.
I did a search to find any users in the User form on Dev with "write" licenses, however the message says "no matching requests."  On an unqualified open search, it says "no matching requests."
 
I tried to issue a new user, and it says you have no write licenses available.
