Brad, open the Help Desk/Change form in the admin tool. Double click on the button and go to the tab Active Links. This will give you the active links that fire on this button.
Now open up the form in the user tool. Go to tools and options and turn active link logging on. Select a VIP and then open the log (don't don anything else). Check the workflow that is supposed to fire against that button and see what happens.
