The pocket PC (I believe) comes with remote desktop connection.  Techs could 
use the RDC connection to a browser running on their desktops (or an RDC 
server, if you have one) to close tickets.  You will still have the issue of 
screen size (as others have suggested), so you may want to create a 
smaller/simpler view for these situations anyway.

There is a lot of code behind the web pages from mid-tier applications.
The OOB Help Desk application is large.  The Pocket PC browser may have
difficulty running such a large and complex (from a browser point of
view) application.  I would try this: 

Create a new display only form with the type of controls you want to use
(buttons, table fields, url text fields, etc.).  Start off with no
active links and disable all the options in View Properties (Form ->
Current View -> Properties -> Appearance & Menu Access tabs).  Try to
make the form as lite as possible.  Once you get that working begin
adding the controls, options and active links you need.  

In the end you will likely need to create a scaled-down display only
form that mimics the adding/updating of tickets in HPD:HelpDesk.
