All, SAS/OR has a Gantt Chart Proc. I am just guessing, but would imagine that the DOD is already using SAS in some form and you would just need to get the OR (Operations Research) module. As far as working with Remedy, I have no idea.
Go to www.sas.com and search on Gantt Chart.
