Balaji:
Operating system and version.
Look at the arerror.log file to see what is causing this error.
I doubt that this is an Oracle problem, but you never know.

Are you using the Mid-Tier?
I have stumbled into a condition for our dev server that could be what your seeing. Basically if an authenticated user (to the Mid-Tier) manages to "re-authenticate" in a strange way it can cause the ARS server to crash. The best way I can describe this would be something like the following (from what I have seen happen here.)
1) User logs in but home page fails to load completely. (unknown reason as to why.)
2) User refreshes browser and ends up at the Login page.
3) I see this my ARERR log:

Maybe you see this just prior to the snip of log you sent?
Maybe you see something in the Mid-tier logs in the same timeline?
So far I have yet to see this behaviour on our production server, and I have no idea why too.
