Storing an external qual instead of using a checkbox is a different
approach you can use.  This will allow one set of workflow to verify
any number of fields, depending on the category selected.  Doesn't
help with the active links though (change field/table walk is
possible, but not recommended).

Yes the filters are the "more important" of the two, but the Active
Links will help your users more. :) Keeping the two sets of logic "in
sync" is  a chore. Not to mention the need to also build Active Links
that "undo" such changes when the user alters the Category to the "Oh
yea.. I really meant <bla> not <ble>" conditions too.
