It was a no-brainer. For whatever reason, I believed the password for Mid Tier's 'Remedy Configuration Tool' was connected to the password setting inside the 'Remedy Admin Tool' that's locted under 'File' --> 'Server Information...' --> 'Connection Settings' Tab. Inside Mid Tier's Remedy Configuration Tool under 'AR Server Settings', the 'Admin Password' there is related to the 'Mid Tier Administration Password' setting in the Remedy Admin Tool. Edit the server and make sure the passwords match.
