With all the Sarbanes/Oxley rules out there I would probably have to do the restore to dev.  Doing a restore to dev is not a problem since we do a "refresh" of our dev and test systems about every 6 months just to keep them all in sync (so we are used to it).

 

One thing I would definitely do is to lock down who has rights to delete any record.

BTW, what is your take on the missing record problem?  Would you run a restore to a development system or say 'fuget aboutit'?
