Your Mid-tier install does not have all of the right PATH things setup on the host. Most likely the issue is a failure of the web server JVM to find a dll/so file. But it could also be a failure of the web server JVM to find a jar file file. Last (and least likely) would be a bug in the v7 Java/C API. Did anything on the server change after the Mid-Tier was installed? The PATH env setting? Any Java things change?
