When I setup our HTML mails a while back, we had the same issue, between myself and our supplier we figured that the only way you could do it (ITSM4, ARS5.1.1) was to reference a file on a server available to all recipients.
Catch was that we couldn't put anything on a web facing side (not all users have internet access), nor could we put anything on internal sites (some customers were external, and didn't have access to our intranet), so ultimately we had to "make do" with well formatted text instead.
