Regarding user offset

** Hi all,           This mail is regarding the user offset. Many countries will have same offset .Then how could we differentiate those countries and take out a particular country            For example,                                  User offset                country                                  GMT +1               France                                  GMT +1                 Germany                              How could we fetch out Germany from  this table .we have a look up table at present from where we could get this offset but I am in need of getting the countries name in the form.
