If your "Site Name" is the same across your servers, which it most likely is, you can use the Fixed User licenses across all servers, making sure that you comply with the Licensing Agreement. Floating licenses, whether they be for applications (Asset, Change, etc.) or just plain old Floating User licenses, are tied to a specific server, so if you have a need for Floating licenses on multiple servers, you'll need to speak with your Sales Rep to figure out how to approach it (is it a backup server, DSO server, part of a server group, etc.).
