In the Developers Connection downloads there is a utility called
archgsel (for AR Change Selection). It will do part of what is needed.
>From the txt file for archgsel.
Purpose: The archgsel program will let you add an item to, remove an
item from,
or switch two items in a selection type list. This includes
updating
existing entries within the database to match the new
definition. If
the field is the status field, the status history is also
updated.
The program can be run in a command line or prompt-driven mode or
any
combination. This note will first discuss the prompt-driven mode.
It will
then go over the command line interface.
NOTE: This utility will update the definiton of the selection field
and will
update data values within the selection field based on your request.
It will
not update the definitions of workflow (active links, escalations,
and
filters) or of table field qualifications with the state changes you
specify.
Those definitions will have to be updated separately using AR System
Administrator.

There was an earlier reply which referenced a selection field utility
that sounded like it might fit your needs.
For me, the quick-and-dirty method is to simply add the status value,
temporarily disable Filters, use Modify All to manually adjust all
records, working backwards from the highest selection value to the
lowest - to the point of the insert, and re-enable the Filters. In your
case, you'd search for all the new "On Hold" records and change them to
"Completed" (as they were).
You really need to know and understand all related workflow, though:
-Any Run If, Set Fields If, Push Fields If in any Active Links, Filters,
Escalations, menu qualifications, table field qualifications, join
forms, etc.
-If this status field is shared in other forms (copy of it in another
form, child records, for example), those records and workflow need to be
considered too.
-Off-line or non-Remedy stuff - Crystal Reports or other ODBC-based
applications, any ARS gateway implementations, and so on.
Probably off-hours work as well; quiesced server activity.
'Don't mean to restate the obvious. The direct answer to your question
is "no - there is no way to insert a status value, before the last
status value, without affecting existing workflow related to the field".
A Run If with 'Status' < "Completed" would become 'Status' < "On Hold",
for example.

It looks like you know this but I wanted to make sure. It is not just
workflow that is affected but existing data as well. Everything that was
showing up as "completed" will now show up as "on hold".

Assume there are four status new,assigned,work in progress and
completed.(
Note: new =0,assigned =1, WIP =2, completed =3)
Many workflows are written with these status. Now i have to add a status
"on hold" between work in progress and completed.
If i add on hold then the onhold status position will become 3 which
will affect the completed status.
Is there any way to add on hold inbetween WIP and Completed without
affecting both (WIP and Completed) status of existing workflow.
