Thanks to MARK A. WORLEY for the answer.

  Instead of using an error message to stop the form from closing. Use
an Active Link on close of form and re-open the form.
  This does start a Loop when the client is closed, but the loop is
stopped because the client is closing. So the User can not close the
form in the client but they can close the client without getting an
error.

All;

  I have a support console form that opens for everyone on login. I need
to stop users from closing this form "without" using an error message.
If I use an error message they also get the message when closing the
client and that is "very" confusing to them.

  I am running AR 6.3 on UNIX and Oracle.
