I did an upgrade of my ITSM 6 box from ARS 6.3 to ARS 7.0 when 7.0 first came out, and noticed no problems with functionality. It does add some system forms, but nothing that affected the function of the applications from what I saw.
It would be worth the upgrade if you use the Mid-Tier; the 7.0 MT is better and faster than the 6.3.

I've been wondering about this as well. My understanding is that ARS
7.x uses completely different base forms, so while I do know that ITSM
6.0 does work on 7.x, I'm sticking with ARS 6.3 until I've had a chance
to play with 7 on a development system.
