Dmitry,

I think what you need here is to set the Mid-Tier Admin Password in the
Admin Tool first.  Then use that password in the Midtier config tool and you
should be able to connect through.

When you install a 7.0.x ARS server the installation process requires you to
enter passwords for both the Application Service and Mid-Tier, which I think
is a new requirement.
