You could just create an escalation on the AR System Email Messages form that looks for any outgoing messages to that user with that specific subject and/or content, and copy it to a new outgoing message with the second "To" address.

Even if there is a special way of getting the email engine to do this, I think it is much more easily solved for this one user to setup a rule on their outlook to forward the message to the additional address.
