I usually suggest an upgrade on the current server unless thats not possible because of the server OS version incompatibility to the version of the ARS you need to upgrade to. Or an incompatible DB version on current prod.
Its easier otherwise to upgrade the current system assuming you do have the luxury of having a couple of hours of downtime, while simultaneously preparing the new servers by installing the version of the ARS needed there.
