Escalations are your only bet if the updates are happening external to the ARS application layer. Depending on what your requirement is, you might want to consider updating that external table using AR system api's. Consider using tools like esp_create or others that are available to create these entries from the command line. If the other application updating this table could use one of these command line tools you could upate the view form from the Remedy application interface and trigger workflow you define on the form.
