The possible reason for this could be if the config page is not in the SSO ‘Not Enforced List’. This can be checked by navigating to the Login to SSO Server->Agent Details->Select respective MT agent and Edit->Go to ‘Not Enforced’ Tab; and check if the ‘/arsys/shared/config/*’ is present in this list. If not, then this can be added manually. Hope this helps. Let me know if you need any more info.
