There is some info and a sample batch file listed in the communities for
restarting the Email Engine when it stops processing email:

Ideally the Email Engine could continue to work once connection is restored
however temperamental EE has just been a way of life since 7.5. With the
process listed in that thread we haven't had to worry about it for years.
