Thank you for everyone's input.
 
Now that I'm back from vacation, allow me to 'splain.
 
We all know that Excel's CSV isn't perfect.  I've learned to workaround
it and have used it for many years.  Here's the point.
 
I believe Fred said it.  When there are comma's within a large text
field (or a cell), that data is automatically enclosed in quotes.
Typically, Remedy Import interprets it correctly leaving the data in the
cell intact and successfully imports it into the appropriate mapped
field.
 
I've imported hundreds of CSV files and have NEVER seen behavior this
bad.
 
THE MAIN POINT is:
FILE A is successfully imported with 
AR Import 6.3 Patch 17
AR Import 7.0 Patch 1
AR Import 7.0.1
AR Import 6.3 Patch 13
 
The SAME FILE A is NOT successfully imported with 
AR Import 6.3 Patch 19
 
And to the disbelief in the comment, "the product wasn't meant to import
data from other sources".  I was also in such disbelief that I asked the
tech support personnel to repeat it.

      I'm pretty shocked that someone would say that the product wasn't
meant to import data from other sources. As previously mentioned, that
statement would make no sense. I'm sure it was just a miscommunication.
I have used the import tool even ver 6.3 patch 19. I have never had a
problem with an import that couldn't be traced back to a PEBCAK (Problem
exists between chair and keyboard) issue. Usually I can find the problem
when I look through it more carefully. Often its a matter of the Data
itself such as an inncorrect CTI or Location Configuration, or even a
botched choice of preferences. The times I can't pinpoint the issue on
my own, someone from Support has been able to shed some light on it. It
may be a Backline issue, or maybe it wasn't, though more patience going
over it could have helped. Sometimes having someone in Frontline support
present it to a Backline Engineer goes a bit smoother. Have you gone to
Customer Care about this? Have you spoken to the Support Manager?  Don't
know if any of this helps, but I hope it does.  BTW, I use Excel for my
CSVs. Oddly enough its probably the only Microsoft product that hasn't
given me a hard time.
