Start email engine in debug mode. Create a copo of EmailStart.bat named EmailStartDebug.bat (or something).
Edit the parameters and add -Dmail.debug=true as first parameter after "java", and optionally stop redirecting the output to a log file. Stop your service and then manually run EmailStartDebug.bat and watch the output of the console ore the log depending on how you did the above config. You should now see exactly what it does, when/if it tries to poll the problematic mailbox, and what the problem is. Has anyone come across such a case and have any ideas where to look to troubleshoot this.
