Have you tried running the plink command using psexec (from sysinternals/Microsoft) as the system account and seeing if it still works? I assume the AR Server is running as system, so it may be that the putty session info isn't available to system, etc... Something like psexec -s plink (whatever the args are), see if plink, when run as system can actually execute in the manner you require...
