Try updating the run process command to the following and then see if any 
helpful text is in the resulting close_tt-out.txt file:

   cmd /c C:\Users\AnandAb\Desktop\close_tt.bat "$Request ID$" 
1>C:\Users\AnandAb\Desktop\close_tt-out.txt 2>&1
