Are you using the ITSM canned application? If you are using just custom applications you can use ARS 8.1.x or 9.1.x and the User tool will still work.

I've also added the IIS 6 compat packs and retried the install but get the same results. The installer does not see IIS, and the redirector does not get setup. I've tried to manually setup the redirector but again Remedy install fails. Has anyone migrated to Remedy ARS 7x to Windows 2016 successfully? If so can you share your setup process.
