Unfortunately from what I am seen (based on actions not words) the road map for mid-tier related things is pretty dim. I doubt BMC is going to put any effort into updating BIRT since there is Smart Reporting. And while you and I both understand Smart Reporting doesn't fill all the gaps (being able to control the layout of a report for one) I am not sure BMC is aware of this (or cares if they are). The future is Smart IT (which also doesn't fill all the gaps), we all best get on the bandwagon.
