Email Notifications were set on both servers. Turned one off and it still duplicated a test broadcast. Cycled Tomcat and still duplicate message.
Before Sunday, one server had DisableTaskScheduler set to TRUE in the web.xml file. The other file did not have the parameter. After Sunday neither web.xml file had the parameter. Email.log file on both servers were showing the same email being sent. Added the DisableTaskScheduler to web.xml file on both servers. One set to TRUE. One set to FALSE. Scheduled test broadcast and received only one email. Need to look at the email log files in the morning to be certain.
