That is correct.  If the parameter is not in the web.xml file the task
scheduler runs on the server.  Documentation on Communities notes this
needs to be set on serveEd in a cluster as well.

I want to note that I have Email notifications enabled on both servers
again.

So it seems both servers were scheduling the tasks at the same time.  Not
all broadcasts sent duplicate emails.  It’s a high percentage that are
duplicated though.
