Wow, crazy resolution! I still am not sure why...maybe you could shed some light.
What it came down to was an active link which I said: If the summary (canned) is "legal hold" set the urgency and priority to Urgent. I had it fire on "lose focus" of the summary field. When I changed it to fire "on submit" it worked fine. Initially I had wanted user's to see the change to urgent prior to submit, but as a workaround I have a message pop-up that says "this is a legal hold, the priority and urgency have automatically been changed to Urgent".
