They did not recommend the removal of the SAMPLE apps.
However, it would make sense that if you deleted these
apps, that the upgrade would proceed. I haven't tried it
though.

Well... kinda resolved....
This issue (see previous posts) is a known error when
upgrading ARServer from 7.0.0 Patch 002 to 7.0.1.
Remedy
has created a bug from it that should be resolved in the
next patch.
The error occurs when the installer is importing the
SAMPLE applications. From what I can see (and from what
I've been advised), this should not hamper the operation
of the Remedy server in any way and the upgrade is
complete, minus the import (in place) of the SAMPLE
apps.
