In the admin tool, under server preferences, on the 'Log Files' tab, you can
change the group in the box labeled 'Client Side Logging' group and this
should give users with that group the ability to log filter logs on their
machines.

You might have to create a new group and give it to the user. I'm not sure
if you can leave the value for this field as blank, but you can get it away
from Administrator.

I can run the client logging for Active Links but the filter is grayed 
out.  I need to run this as a user with no assigned groups.  Looking at 
the server filter log gives me to much information.
