In the Server Properties on the Log Files tab there is a drop down named
'Client-side Logging Group'.  Any person that is a member of that group can
do the filter, db, and api logging...by default it is set to Admin...but can
be set to anything including Public.  Change it to something that the user
is a member of and they will no longer be greyed out

I can run the client logging for Active Links but the filter is grayed out.
I need to run this as a user with no assigned groups.  Looking at the server
filter log gives me to much information.
