I would agree with the statement below. Since you are sending the text via 
e-mail I would contact the vendor. That is the provider that you are 
trying to send to. The will be able to see what they are getting from you 
and what happens to it. I used to call the paging providers regularly. 
Back when we just had pagers. You may need to insist on getting a true 
tech/support person if the person answering the phone can not answer your 
question.

There are some very good 3rd party software that will pass the paging 
stuff for you too. I have had a great deal of success with Telalert which 
is now Vytek or something like that. Also check with your e-mail person to 
ensure that the message is leaving your domain. It will say sent in the 
Remedy e-mail message but may not go out. 

There are some good articles on SNPP out there. I would suggest you take a 
look at them.
