ARERR 90 is a generic error, and can be caused by a number of connectivity-related issues. (TLI is transport layer interface, if I remember correctly). I assume the server name is correct, and that the server process (arserverd) is operational on it. You may also want to verify your server name within your config file (ar.conf). It would be worth checking your listener process to insure it's also running. I don't think invalid userid or password would cause a TLI, but it's simple enough to verify. Same true for hostname resolution, not likely involved, but easy to check.
These are some quick-hitters, anyway.
