You can try to install the new user tool in different directory, this
generally helps as this avoids installation problem and also this can be
done widely in all networked PC's at one stretch.

I believe this is mentioned in the instructions.

You should just check in your procedures wheter or not there is a 5.x

client installed and then uninstall that, before you install 7.
