That would definitely be the next thing I would suggest. I have had to 
sometimes set the Remote Database option to Yes even when the database is 
installed locally.

Adding it to the path did not change anything. I'm guessing it knows
where the bin directory is anyway because it asks for:
What is the ORACLE home directory?
[/u01/app/oracle/product/10.1.3/OracleAS_1]

Here's what did work though. Since I could connect to the database
remotely, I just ran it like it was remote and answered Y to the
question: "Is the ORACLE database on a remote machine?"

I haven't tested anything yet, but this way the install at least
appeared to finish, created the tablespaces, etc.
