Same here, as long as I don't try to access the servers simultaneously, I can access both from my workstation. Once in awhile I'll get an error to the effect I have 2 servers and need to shut one down. I have to log in as someone different and then I can sign on as myself.

I've got both systems up right now, and I'm administering the current server through the admin tool on my desktop, and I'm doing remote desktop to the new server and administering it there. Remedy was SUPPOSED to issue a 60 day purge license for the old server when they issued the new server license. That temp license contains no server ID, so there's no conflict. They didn't do so, which is why both server IDs are the same. Like I said, I would have been fine with users only being able to access one at a time until we cut over, but now the new one is completely inaccessible, and I don't know what would have changed to cause this limitation. I have had a Sev 1 ticket open now for 3 hours without a response. Not gonna comment on that here....
