Then there should have a configuration setting in the
EmailDaemon.Properties to enable/disable notification of the Public
group (GID 0); enable/disable notifications to groups with X number of
users; or something else.  Bad things can happen with the product
'working as designed' in this particular situation.  A compromise
should be made.
